Joomla uses Crowdin for the translation of its language pack: https://joomla.crowdin.com/cms
Languages can only be included when the translation is complete (100%)
Vietnamese is not yet ready: Please help out with translating Joomla to your language.
Register at Crowdin and translate some language strings from English to Vietnamese.
I've posted a message to ask for help with completing the Vietnamese translation in the Vietnamese forum:
