So my question is: Can I install joomla 3.7 language pack on Joomla 4 site..?

As my language is not available yet on Joomla 4

Hello!

I would like to make Joomla 4 Latvian language pack for my self and also for the others.

Unfortunately Latvian language is not yet available in joomla language pack downloads, it is empty

"Joomla says" that i must use https://joomla.crowdin.com to translate

There i can see the latvian language https://joomla.crowdin.com/cms/lv it is translated 99% and i can export JoomlaV4.xliff file with translations, but not sure what i must do with it

May be someone can give me some step by step quide:

How can i make joomla 4 Latvian language pack..?
