Superuser not created during Joomla 4 install

I have tried installing Joomla 4.0.4 on my localhost a number of times. Each time it appears to install successfully but I can not log in as super user and when I check the user table in the database there is no superuser or any other user entry. (My recent Joomla 3.x installs work fine.)

I had the same problem using php 7.4.21. Installed XAMPP 8.0.11 (php 8.0.11) and it fixed the problem. You might try the newest XAMPP.
