Installation fails when in FreeBSD jail

Installation of Joomla 4.0.5 fails when in a FreeBSD jail behind a Apache reverse proxy.
What I can see it fails on CORS errors at the point where the database needs to be connected.

If the site is live, this 'problem' can be circumvented by adding the $live_url parameter in the configuration.php file, but this file is in the making by the installation script.
And if I create a basic configuration.php file, the installation crashes with a 500 error.

When I finish the installation outside a jail and move it afterwards to a jail, everything seems to work fine.

How can I make the installation ignore CORS or have it accept a basic configuration?
