J4 Cassiopeia doesn't display right Topic is solved

Gentlemen
I'm a amateur working on a site for a non-profit. This problem has been dogging me for two weeks. Your advice will be greatly appreciated. I have downloaded J4.2.2 & J4.2.3 with 3 different browsers. Downloads appear to work, except after install I get the attached display. This fpa in of a clean J4.2.3 with no addition of any articles or menus.

Joomla 4 Cassiopeia shows only windows type index tree

I get no errors

changed php from 8.1 to 8.0, downloaded J4.2.3. shows same on other browsers no Cassiopeia display. Reset php upload & post to 64M and total memory to 192M.

Rename it temporarily and see if it changes anything
