The database credentials entered during the installation are not correct and Joomla is unable to connect to the database. The configuration of Joomla has not been written into the file configuration.php in the main Joomla folder.

The FPA report shows also that there are potential ownership problems with the filesystem, which means that the web server has not been configured correctly.

Max. Upload Size: 2M | Max. POST Size: 8M

Both these default values should be changed to 32M or 64M.

Memory Limit: 128M

The website may need 256M when it runs version updates.

Where did this file configuration.php with all the comments come from? This comment is correct, the variable $dbtype needs to be set to 'mysqli'.

Follow the advice @Per Yngve Berg gave to get rid of the ownership issues.
