Installing Joomla 4.2.9

I have downloaded Joomla 4.2.9 and can see this in my downloads.
Can someone please inform me what I do next.

Reading the page

it starts by saying
"Installing Joomla! for the first time is very easy".

I already had Joomla 4 installed and I am now upgraded now to Joomla 4.2.9

Normally with most installations a download file appears at the bottom of the page and the install begins by opening that file This file just appeared in the downloads folder.
So I think nothing is installed yet.

I am intending to use Localhost at first to learn what's what!

I am not clear what I do next.
Do I copy the files to htdocs?

Hi John, so you want to install Joomla 4.2.9 over an existing 4.x?

I would first try the regular update method via
System > Joomla > [Check for updates]

When your site does not see the Joomla 4.2.9 version,
check under [Options] the "Update Channel".
It should say "default".

Otherwise, at the bottom of the System > Joomla > [Check for updates] page, there should be a small button "Upload and Update". You can use that to upload the Joomla 4.2.9 zip file that you've downloaded.

In any case, create a backup (files + database) before doing so, e.g. using Akeeba Backup.
