Folder Permissions all unwritable

I'm not new to Joomla but this is the first time in a long time I've tried a local installation. So the install went ok, just a bare site, and seems ok but when I look in the back end at the system information it shows all the folders as unwritable except for the /var/www/html/Joom4/administrator/logs. Looking at the file permissions I can see no reason why as they are all the same 755. I searched here but didn't find anything relevant but did note the mention of the FPA. So I installed that. It confirmed the folder permission problem and under application discovery is a box saying config mode 644 with an orange label stating 'read only'. I have another site that I've installed locally that I'm moving from one host to another and it also exhibits this issue but in it's case no folders are writable. I am at a loss as to why, the folders are writable but joomla says they are not. Hopefully some one will be able to spot the problem.

The folders *are* writable - they are all as they are supposed to be - CHMOD 755 except "tmp" with elevated permissions 777 (should be 755). I don't think 'unwritable' folders is the main issue at least not from a pure CHMOD setting.

This one is set incorrectly:
Joomla! Configured :: Yes | Read-Only (644) | should be 444 (Read only). The configuration file shouldn't be writable in any case. It is changed programmatically to writeable when you make a global configuration change.

Also some other issues (that might be causing the problem):

Max. Upload Size: 4M | Max. POST Size: 8M; increase these values to 32M (both) or 64M. The current sizes are inadequate, especially for when you need to update Joomla - the update package comes in at anything > 10M.

There's also this error: Potential Ownership Issues: Yes (I'm not sure of the technical explanation on this one, will wait for others to contribute).

Thanks for the replies. I think I may not have been clear as to the issue so here's a screen shot Image. Why does Joomla say they are unwritable when they are set to 755. Is this an ownership issue, who should own the files, currently they are apache:apache.
I have made many installs of Joomla V3 and earlier on Localhost and rarely encountered ownership issues. Is there something different about V4

Joomla is run with the fpm-cgi process, not Apache.

In the fpm-cgi.conf file, the user to login with can be set. I will recommend creating a new Linux User to use for this site only.

Joomla is not Owner therefore does has permission for the Other (second 5) not Owner (7).

Is this localhost or remote server? Who runs the server?

TMP was set to 777 by me in an attempt to get joomla to see it as writeable. I'm now of the opinion that Ownership Issues thing is the problem but like yourself I don't know what it means.

Hi. apache is the webserver and for the files in /var/www/html/joomla/ apache is owner and group by default. I have just changed the owner and group of the joomla directory and the Server suExec warning has gone.

There is no fpm-cgi.conf file on my system. There is a php-fpm.conf file but i don't see an option to set a user in it.

This is localhost. I've looked at the link you posted and it's pretty much what I did using the LAMP instructions. I haven't gone through it with a fine comb but I have installed joomla on localhost many times although it's been a few years since I last did it and Fedora and Joomla have had many updates in that time. Problem solved. I'd forgotten all about SElinux. Executed $ setenforce and the error went away. Now I'll have to read up on how to relabel files and directories to make the fix permanent. This is the Main Config file for the fpm system. There is also a folder "avalible sites" with a conf file for each site. Here You can specify a a Tcp Port or Linux Socket to separate each site. I suggest that you read the documentation.

Yes I've used CHOWN. The solution has been found it was SElinux preventing the files from being read.

Ah, now I see where you are coming from. Fedoras web server configuration is quite different from Debian and Debian based distros. It does not have the "available sites" folder multiple sites are handled as virtualhosts in httpd.conf.
