The problem may be a permissions issue if you changed the view access or usergroups. I wouldn't know about that. You have not described, step by step, what you have done.
I don't understand the sentence "... created an article titled 'About' and added to menu". What, exactly, did you add to the
menu? Did you add a new menu
item? If you added a new menu item, what did you "add"? Perhaps a screenshot of what you "added" may help us to understand the problem better?
For a brand new, out-of-the-box J! 4.
x website (without adding anything to the menu), I would create an article and tag it as featured, mark it as public, save it and then go to the home page and see if it appears. If your new featured article does not appear on your new website there is something wrong. I don't know what you have done, sorry, and I can't help you without more information.
It could be a hosting issue, it could be a J! installation issue, it could be a user error. I don't know.
