SuperUser cannot change group for user Topic is solved

I upgraded to Joomla 4 from 3.10 a month or so ago, now running 4.2.6. I just noticed that as SuperUser I cannot change groups for another user, I get Access Denied (403). I can do every other admin action I tried, such as install and manage extensions, create and manage menus.
I looked at Permissions for SuperUser and they are all enabled.
Although I originally tried to make the user a SuperUser, the error occurs for any attempted group change.

I should add that I saved a clone of the Joomla 3.10 site before I upgraded, and I can change groups there without acess errors, so the issue is new with the J4 upgrade.
