Page with control before update is missing

I run a newly installed site on Joomla 4.3.0 and was going you upgrade to 4.3.2 today. I have a lot of other sites as well and the upgrade ran smoothly with the ones I've done so far. On this site I don't get a control page before update, the page where extensions are controlled etc. I come straight to the update page. How can I get the "control page" to show?

Buried in the code is this pearl of wisdom:
// Show only when we found a download URL, we have an update and when we update to the next minor or greater.
I think this means you will not see a pre update check when updating from 4.3.0 to 4.3.2 (just updating the patch version).
