Help pages missing in administrator

Everywhere in administrator when I click a help button, I get a 404 not found.
E.g. the Help button on the Articles list contains data_url="help/en-GB/Articles.html"
But when I examine the file tree under administrator/help/en-GB, all the local help topics files are missing.

My understanding is that with each new Joomla update, the core files, including the local help files, are loaded. Not.

Did I miss something?
How can this happen?
How can I reconstruct the local help files?
How can I avoid this in the future?

Re-install Joomla 4 from the admin panel (see update Joomla tab). It will reinstall all files and folders without changing database. That should solve the issue

I went to System -> Update -> Joomla.
Then Check for updates. Joomla says 'Currently no update available' (as I am already at 4.3.4) and the button 'Reinstall Joomla! core files appears'.
Clicked, Joomla reinstalled, but the same result: local help still 404 Not found.

Open configuration.php with a text editor (set permissions to 644 first). There is an item named $helpurl. It should look like this:

That solved the problem.
The string in the configuration file was empty.
