Disable user registration keeps reverting

I have a site on J4.4.8, where I do not need user registration. I have continuously disabled this in Global Config > Users > Allow user registration (no), but after a few days this option reverts and I get a notification that a user has tried to register.

I also have Admin tools config set to not allow any changes to users on the site. It seems to revert after about 3-4 days each time I turn off user registration again.

Are there any other recommendations to turning off all user registration?
