Media Action - Resize - image larger after upload

In the plugin, I set the maximum image width to 1360px. I upload an 820px, 30kb image in the media manager. I get a 1360px and 300kb image. I checked for possible errors and found a bunch of posts but no actual solutions anywhere.
I assume it's the same on the J5.
