Forbidden message when inserting image into article

I have an issue with adding image inside article. Not leading image, but image inside an article.

I wanted to add some images inside an article using media option from CMS Content. Once I try to save the article I got server error

Forbidden

You don't have permission to access this resource.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I have tried to add just img tag inside article without actual image. Something like "<img src="" />" and same error is reported. So it is not permission issue with image folder.

Any hint?

What article editor are you using - JCE or TinyMCE (etc)?

Are you logged on with appropriate user permissions?

Is this a clean install of Joomla 4 or a migration from 3.10?

I think this is caused by mod_security on the server.
