1. User Notes "add user note" should allow me to select a user. When I click on the button to do that, the pop-up frame appears, but it is empty. Only by clicking on the close pop-up "X" or "Cancel" does it go away. I never see any users listed.
2. User Notes "add user note" - same empty pop-up frame occurs for Categories.
3. Akeeba Admin Tools - same empty pop-up frame occurs.

FPA:

No error messages.

Re-build Joomla. Raise access to 777. Raise error reporting to maximum.

What you are showing is not a joomla core extension, it's an Akeeba (third party) extension, Admin Tools, for that matter.
Ask its developer.

Not related, specifically, to Akeeba Admin Tools. I use this product AAT 7.0.5 on my J! 4 websites and I have no problems with it.

Never a good idea under any circumstances to second-guess the solution by setting the file permissions to 777.

I do not get any popups when I attempt to add a user note or go to Content » Categories ... however, I also do not use PHP 8.0 or MySQL 5.5.5 (which reached end-of-life three years ago).

OK, so the COOP (cross-origin opener policy - part of Cross-Origin policy group) cause the problem.

I understand the Cross-Origin polices are there to protect my users, so I don't want to eliminate them by using a wild card.

Secondly, I haven't modified any of the J!4 code.

So I suspect this is a J4! issue.

It is NOTHING to do with Joomla. Your server and/or domain is not configured correctly and you should contact your host.

I am assuming that you edited the messages in your earlier posts because the domain you mention does not exist.

I didn’t edit the post. The domain is only on my local server. It’s not a registered domain.
