Link menu as submenu?

On the desktop view i have three separate menus (Main menu, local contacts, and news) but in mobile view, I want two of the menus (News and local contacts) to be sub menus under the main menu. Is it possible to link menus in under another menu and set the visibility only to mobile? I don't want to keep four menus synchronized manually since there are several admins on the page, and all of them will not be able to handle this. Menu does not seem to be a selectable type of menu item under another menu.
