Upgrade Component missing

Hi, I am trying to upgrade Joomla 3.10.4 but when I click on the Upgrade link from the control panel I get

404 Component not found.

I tried for hours to search in Google but could not find something that matched my situation.

I tried to use the Forum Post Assistant but received Error 403 - Forbidden when executing the file.

Hopefully all I need is a link to an article inside this forum.

That message sometimes arises from a php error for which the stack trace is useful. In Global Configuration / System set Debug System to Yes and and in Server set Error Reporting to maximum. What does the Stack Trace say?
