What are the best tools to move content from J3 to clean install of J4?
I have had too many problems trying to do any of the "migration" steps. Since most of my sites have fairly limited content I think it is best to not even attempt to "migrate" but to do a clean fresh J4 install then copy over content.
Is there a preferred tool that works well to do this from J3 to J4?

Yes I know that option. Have already used it on a few sites. Pretty easy with small amount of content.

We use RO CSVI (https://extensions.joomla.org/extension/ro-csvi/) to migrate from J3 to J4 for sites that have many users / many articles and also maybe a lot of custom fields. It does take some time to understand the workflow of this extension but it's pretty powerfull and usefull once you get the hang of it.
But for most of the sites we maintain for our clients we just copy and paste content ;-)
