Trying to Update Joomla 3 to 4 - and PHP

Hello Joomla Community. I am trying to update my dads website from Joomla 3 to the latest version. When trying to update. I recieve the following message code.

Could not open C:/HostingSpaces/capetriumph/capetriumph.za.org/wwwroot/LICENSE.txt for writing

I am aware that the last time any management that was done on the site was in 2017-2019 so the version is way out of date. Please advise on how I can change this up.

It's a hosting issue. You don't have write access to the files.

I assume you're trying to migrate 3.10.12. to 4.x (the latest version in the 4.x series 4.4.3)?

I assume also you're migrating from 3.10.12 to 4.4.x.

Are you on Windows Hosting? Check the file permissions by whatever means you would normally do so (I am used to hosting only on Linux but "CHMOD" settings don't apply to Windows hosting running IIS. Perhaps seek assistance from the web host (or check any written references they have such as a knowledge base).
