Contact database in Joomla

I need a contact database for a multi-site charitable organisation so that they can all access a central membership dbase. Online databases are expensive, but it struck me that Joomla runs on a CPanel dbase, so why can't I just add a second dbase to CPanel and use Joomla as the front end? Does such an extension already exist?

Most of the form builders will allow you to access other DB's.
