Saving Modules are SLOW!

After upgrading to J4x, saving modules are extremely slow now. The browser slow notification pops up, but you can ignore it. It will eventually save, but it takes a LONG time. It also does the same thing on a J5 test server.

Tried running the fpa-en.php but it states it is out of date, including the latest downloaded one.

You need to uncheck the option concerning "preserve file date" (in whatever FTP program you use). This is mentioned in the FPA's instructions. It is so the uploaded file will have the "created date" of the date you uploaded and not the date of the file originally created (as I understand it).

Try again, delete the file you already uploaded, upload a new copy, and check the Preserve file date option.
