Joomla! 4.4.1 slow first page load

Hello.
I've read the topic https://forum.joomla.org/viewtopic.php?f=817&p=3669263 and disabling the WebAuthn Passwordless Login plugin had no effect.

So, in different parts of the site in frontend, in backend, after authorizing or not - first action takes about 10 seconds.
Then all works very fast. But if you take pause about 1 minute, all first actions takes to mush time.
Examples:
1. Just opening backend admin login form.

2. Waiting 1 minute and entering to the backend.

3. Just cancel adding new item and go to the list of items.

4. Adding the first tag takes too much time. Next tags added fast.

I've run out of ideas on how to find the cause of this behavior.
