How do I change the color of the "Fill in the field" that pops up?

If not, provide the URL of your site and indicate where it is
Or
Find the element through Dev Tools of your browser. In the Dev Tools CSS window, change its background property as you like, copy the result code and insert into your CSS file

Sorry if I did not specify changing the color in Joomla. Based on my understanding, this is a Joomla Forum, not a Photoshop. Regarding your suggestion to use Dev Tool, the "Please fill in this field" pop-up does not show up at all in the inspector panel. The alert displays after the Submit button is selected or clicked on if and only if the email address is not declared or entered.

Now it has become more clear.
This is a standard browser validation message. Such a message cannot be stylized using CSS since its appearance depends on the system, browser and color scheme (light/dark mode).
An alternative way is to disable browser validation messages and replace them with your own. In this case, you will need not only CSS, but also JavaScript. Google subject or search on stackoverflow.com to find examples
