Dear Sirs,

at Global Information > Users > Password Option

I tried to update to reset (max. reset count, min password length, min (numbers, symbols, upper case , lower case) as
5, 1, 15, 1,1,1,1

However when I press Save, the Joomla system return : Could not save data. Error: %s

Please teach us on what condition this error will be happened ?
and
How to solve this error ?

Did you mean the second number, 1, to be the value for Reset Time (hours)?

Unable to reproduce the issue in Joomla 5.2.1 using PHP 8.3.10 in Wampserver localhost. Does the website use some third party extension that could interfere with the correct operation?

Please post the results from the Forum Post Assistant (FPA) by following the instructions at https://forumpostassistant.github.io/docs/ so that the configuration can be reviewed.
