Good day.
Joomla 3.x had a component called Web Link. Was a nice program to make weblinks. I've looked around in 4.x and cannot find this. Can anyone tell me if it is taken out or is it in there and I can't find it.

It was removed as a core extension but you can install it from the JED:

Weblinks was decoupled in 3.4.0 (February 2015)
