Long load page load times

I have a really strange issue if anyone can help or suggest anything or maybe disable or edit some settings.
My site page load can take over 15 secs to load but if i clear browser cache it loads instantly on all pages.
Can anyone help or recommend anything as i cant tell my members to keep deleting browser cache all the time and most people do not know how to do this.

Try disabling it temporarily to see if it resolves the issue, by navigating to Extensions > Plugins and search for the "System - Page Cache" plugin.

Alternatively, tweak the cache lifetime to a shorter duration in Global Configuration > System > Cache Settings.

It is important first to check server response. Eg uploading a simple .html file and open it online. Or just ping it with CMD.

Then you can try your default template, and then as Yannis told, you can disable some plugs and check.

Have you tried running the site through Google's Page Speed tool? It will provide some valuable information about your site and may point you to some causes of the slow loading.
