Joomla 5.2.2 Installation Hang-up

I'm working under Windows 10, with Apache, MySQL and PHP 8.2 all known to be operating correctly under AMPPS. I created a new MySQL database with a unique username and password, etc, and paid close attention to correctly completing the installation forms for the app and database without any alerts.
That took me on to the installation progress screen with its animation, but that's as far as it went. Any ideas with that's so?
I'm using AMPPS because I want to create and test the shop on my desktop before uploading to a remote host.
The only perhaps non-conventional value entered was localhost:8080 in the hostname field, to avoid conflicting with port 80 already reserved.

My guess is that it might be a file permissions problem. How much of the Joomla file structure was written? Some experts here recommend WAMP. I beleive AMPPS is a from Softaculous - never seen that mentioned before in the Forums.

AMPPS is a WAMP and MAMP stack from Softaculous with Apache, MySQL, MongoDB, latest versions of PHP and Softaculous auto-installer on desktops and office servers.
MongoDB is not a database system that is supported by Joomla so change local stack
