I installed apache2, PHP 8.3, and Mariadb (mysql from 11.4.3-MariaDB). Increased memery_limit=256M, upload_max_filesize=30M, post_max_size=30M, and max_execution_time=300 in PHP.ini. Kickstart extraction produces no errors in /var/log/apache2/error.log. Files seem to extract fine but, I do notice there is no configuration.php file. PHPinfo.php file works fine.

Apache2handler is orange but, I do not know how to troubleshoot that. Database shows orange but, I never got the chance to tell it where to look so I am discounting anything which I would put in the (non-existant) configuration.php file.

On your server Joomla does not have the right permissions to write files, so it was not able to create a configuration.php with settings.
I would try to fix the permission issue and try reinstalling.

You can also create a configuration.php manually using https://github.com/joomla/joomla-cms/bl ... n.php-dist however, you'll still experience permission issues.

Where does Kickstart come into what you have done? If this is a new installation you should extract the Joomla installation file in place and then point your browser to http://localhost/optional_path_to_joomla_root/ for the installation process to start.

The configuration.php file is generated during the installation process. Increase Max. Upload Size: 30M | Max. POST Size: 30M to 64M.

Joomla is not installed, or the fpa-en.php is not int he folder containing the configuration.php file and therefore can't read the information (hence all the "missing" items).

I set permissions on the site base directory to 775 for www-data:www-data.
I added the missing extensions and modules until they were all green.
Since I am using a virtual directory, I had to update Apache2 conf to override 'localhost' with the actual domain name. That fixed the apache2handler.
The localhost issue cropped up again while trying to write to the database. I ended u creating a user@'%' to get that to work. I'm hoping that there will be some good advice that will be a little more secure although, in the meantime, I will login with tht user remotely to manage the db using Workbench IDE.
