HTACCESS: conflicting? Can you assist?

Greetings

I seem to have "locked down" my htaccess so much that I can't allow exceptions:

I am trying to allow these exceptions to be readable by public in /public_html directory:

googlea22faad732849782.html
sitemap.xml

I attached my locked-down htaccess file for your perusal.

Any idea what in my rules are causing 403 errors when loading the above files?

I would suggest that while you are developing your site you use the standard htaccess that comes with J5.

Yes your suggestion is a good one

However, how would I fix the rules to incorporate the above elements I mentioned?
