Where exactly did you see the word 'security'?

The announcement post says it is a security release.
The initial announcement at https://www.joomla.org/announcements/re ... -9-22.html indeed wrongly stated that is was a security release. The announcement has been corrected.

As mentioned in this topic, 3.9.22 is a bug fix release. It's not a security release this time.

Further to my viewtopic.php?f=9&t=981716#p3615628, I'm pleased with the new change incorporated into J! 3.9.22 (see screenshot below). In my test case, the previously installed version was J! 3.9.21; it seems that it's currently unlikely that we'll ever know what previous version of J! was installed unless the previous version was J! 3.9.22 or higher.

It's kind of a shame that we wouldn't know, by looking at the action log, if someone updated from, say, J! 3.6.something or J! 3.8.something to J! 3.9.22; however, the new change is a start in the right direction. :)

Have people noticed the improved information displayed by the J! updater in the Action Log? What do you think of it? ???

Not really that I have noticed the improved info, but I like it. Even if it says from "unknown" version of Joomla (in my case 3.9.21). And the Action log is indeed a nice, relatively new feature.

By the way, I notice noone has discussed the recommended update of .htaccess, so I guess it's just do it!

I completed the last of my J! 3.9.22 updates yesterday. It's better, more reliable and less error-prone (as well as easier to install) than some other versions of J! we could mention. I'm happy to keep using J! 3.x for the foreseeable future: for stability, security, scalability, performance, ease-of-use and range of features that I require for my business needs. Aside from some inadequacies with accessibility—and these can be addressed with better third-party templates and CSS—J! 3.x has everything I need at the moment. Cheers. :)
