How to find a website designer for a website directory?

I have been advertising on craigslist to find a web designer with experience about website directories. I find most people email me examples of their work that is very basic.

Is there somewhere else I should advertise for a high quality web designer?

Also what key words to do think works best to find a highly skilled designer with experience with joomla and mysql database websites?

Also I am in Australia and have been employing staff online to work from their home in the Philippines. Do you think it would make any difference if I went to the Philippines and had an office their? Do highly skilled web designers have full time jobs already and don't want to work part time from home?
