[SOLVED] Extension manager menu missing. Please help me.

I did search & still not found any solution. I read a lot before, logged in with super administrator, checked sql database using phpmyadmin, still no go. my menu in red circle is missing. pls help me how to get it back. i just notice it after upgrade to latest joomla version. pls see attached screenshot :

Hi,

In phpMyAdmin open your site database.
Under jos_modules look for AdminSubMenu and ensure that it has 1 at published. If it is 0, edit the table to make it 1 and save.
mod_submenu is what is missing.

Actually my mod_submenu is TOTALLY missing. I've restored with this command :

INSERT INTO `jos_modules` VALUES (13, 'Admin SubMenu', '', 1, 'submenu', 0, '0000-00-00 00:00:00', 1, 'mod_submenu', 0, 2, 1, '', 0, 1, '');
