Pls Help me for hindi website

Hi Friends,

I am develop a website in joomla 1.5.22,
i have a problem in joomla i am type in hindi language and save it,
but display only ???????????????????????????????????????? like this.

pls solve this problem

I tried indic writer and many hindi support extensions, but my problem not solve
pls help me

enable language pack:-
hindi translation http://extensions.joomla.org/extensions ... for-joomla
change your database field to utf8 if it show format.change your editor to notepad++ with ut8 encoding.
i create lot of website in hindi by using this thing.

phpmyadmin is already set (tf8_general_ci Unicode (multilingual), case-insensitive)

how and where UTF-8 change
