I just thought I would let you have a read at my hosts reply to your suggestions....
I don't intent to diminish the expertise of the users on the forum you have quoted, but their forum title reflects their knowledge in Joomla and not their expertise in production web server security. There is a great difference in managing/troubleshooting a single application and managing/troubleshooting the security of a shared hosting environment. We as a responsible provider who takes security very seriously, cannot allow to modify server settings by request, that affects other accounts and potentially to be compromised.
See response from our system administrators:
"There is a very good reason why allow_url_fopen is disabled on our shared hosting platform (and a lot of others too)
Take this code for example (I have adapted for posting)
Now, this might have been coded with the intention of including a template or similar depending on what page you request. The coder would only be expecting eg ww example com questionmark page = about, and that would include a file called "about"
Now take the self-same code and change the URL to example.com questionmark page = ww malware com/nasty_exploit.
Because there's no input sanitation, the coder has al lowed malicious code to included on their site from a malware/exploit file hosted elsewhere.
When allow_url_fopen() is disabled, this cannot happen. It is a safeguard against poorly-written scripts. If people want to include code or files from external sites, then this has to be done explicitly using PHP's curl() functions."
Unfortunately, I can only reiterate the response you've received on July 7th, 2013.

If you would like more control over which features are enabled in your php.ini file then please consider upgrading to a VPS or Dedicated Server where you will be able to define these settings as you require. "

PS with there help after a lot of pressure and help from Softaculous 1click install company we have managed to resolve what was my own error in just following the Joomla server name to be Usually "Local Host" In fact it was something different with my hosting company so that may be a hint for the other guys to look at who received the same error message that I did.

Well, I've done everything in the guide, and read the official upgrade/migrate page.
I've duplicated my entire Joomla 2.5.11 site and have it running on another domain. I've deleted all incompatible components. I've uploaded a temporary theme for Joomla 3.1, I'll be building my own once the site is upgraded. PHP 5.3.25 and MySQL 5.1.59.
I've turned on short term support in the Joomla upgrade component, but Joomla 3 doesn't show. I've used the Joomla upgrade component in the past to upgrade between minor versions of 2.5.x, so the functionality definitely works with my server configuration.
What could I be missing? I have no problem installing manually, provided I know which package to use. It seems like the upgrade package from 3 to 3.1 wouldn't include all of the necessary files.
Does an upgrade leave behind a ton of unnecessary J2.5 files?

First, glad I got to this thread...however, here is my issue. No matter what I do, my version update always says I have the latest version of Joomla installed (incidentally Joomla 2.5.9). So already there is a problem because it's not even seeing the other latter versions in the 2.5.x.
My host Media Temple does not have fopen enabled due to their claims of security, but I do have the option to use a custom php.ini that they provide where I can add to the file, ie:
So I am not sure what is happening because whatever I do, my Joomla is just not seeing updates past 2.5.9.
Is there a manual way of upgrading?

Thank You to @leolam for giving a detailed set of instructions on how to upgrade Joomla 2.5 website to Joomla 3 website.
I am trying to upgrade Joomla 2.5.14 to Joomla 3. After the upgrade process was completed the Joomla administrator and Joomla front end website both were blank.
I turned on display_errors in php. Here are the errors I received.

I have a question about step 3. How do we install version 3.0.x extensions if we are running joomla 2.5.x? Does this mean we should install the latest version of each extension that has a 3.0.x version?

I tried via Extensions and also via Joomla Updates.
Always the blank screen comes with the URL that ends with
"option=com_joomlaupdate&task=update.finalise"
Of course, I removed all extensions, that are not compatible with v3.
One time, I used the history:back and the v3 admin console was partitially there and there was a message that said "magic_quotes_gpc" should be switched off, that I did via php.ini imideatly, but this really did not help.
Updating from 2.5 to 3.1.5 seems like a nightmare currently to me....
Hope to get some ideas to solve my problem.
At least I have two big websites, I want to update later on.

My advice after doing a number of upgrades is that you need to verify for each component that it is 2.5 compatible. I would not advise installing a 3.0 component in a 2.5 Joomla install. In theory, a 3.0 version should be able to run a 2.5 compatible version but not the other way around.

Im already running joomla 2.5 so i know im running components compatible with 2.5. its J3.0 extensions im confused about. why would i update my extensions to 3.0 when im still running J2.5?

This is a simple step! You just download and update all your extensions (not Joomla yet!) you have found to be compatible with Joomla 3.0 except your template (!) Only upgrade extensions that show compatibility with Joomla 1.5/2.5/3/x or 2.5/3.x!"

Yes, adnet23, I was trying to answer you question but I guess I'm not understanding where the confusion is.
The step is worded a little odd, but my interpretation is "Step 3: Update all extensions compatible with Joomla 3.0". There isn't any part of the upgrade procedure that makes an extension compatible.

Ok, maybe the confusion is where this appears in the sequence of events? I haven't done my migrations this way. I have done the upgrade and then reinstalled and/or deleted my 3rd party extensions.

Since I wrote the guide it seems proper to answer the question. I see where your confusion comes from but I cannot edit the entry any longer. You have extensions that are currently compatible with Joomla 25. Those extensions that are not compatible with J31 you will need to remove before migration.
Once you have checked what extensions are tagged now that they are compatible with J25 And J31 on the JED you can use. However you will need to download each extension that shows now both J25/J31 compatible since each extension has been modified by the extension developers to be able to run in J31. So the J25 version you have now might be not the one listed on the JED since that one has been modified to run in both versions and therefore you need to install the absolute latest version. It is not that much work since it is a simple overwrite with installation unless you have made mods (they will need to be redone in the J31 compatible version)
So once you have the version installed that covers both Joomla versions and you have no obsolete (non J31) extensions left you can mini-migrate/upgrade as explained.

After "Step 5: Update Joomla 2.5 to Joomla 3.x!" I don't see any suggestions for an upgrade. Joomla version is 2.5.16. The message, which I receive is:

Did you Extension manager=>Update click button Clear cache, Find Updates?

Yes and no luck there. Also manually checked the /cache files to makes sure they were empty. Additionally I have a couple of other sites that are not showing the Joomla Updater in the Components menu.

Restore to backup. Edit 3.1.0.sql of administrator/components/com_admin/sql/updates of your update and remove the id from the column list and 23 from the values list.
Use Extension manager ->Install from directory to update without doing anything else.
Next time report exact versions! 2.5 and 3.x are no versions!

After I update Joomla 2.5.17 to 3.3.1 ready, it shows this message "Your host needs to use PHP 5.3.1 or higher to run this version of Joomla!". How to do? I try to find out method to change PHP 5.2 to > 5.3 on AppServ. No information about this!

I'm creating a new Joomla website. My host only has 2.5 and I was able to upgrade it to 2.5.17. This is all new, there is no content, nothing to back up, no templates or extensions installed, etc. Is there a simple way for me to upgrade it to 3.x before I get started? I would like to start with 3.x and not 2.5 as I have built another site in 3.0 and like it's 'responsive' feature.

Do I NOT need to do the first 2.5 upgrade to the 2.5.17 and go directly from 2.5?
I have nothing to back up a this is a new site and I want to work in 3.x and kip 2.5 all together.
