A Hreflang tag on a particular page of a site tells search engines which page is for which country. That is to say, one can target the country the business operates in with hreflang tag. Let's say you are targetting English speakers in US & Canada. Here is how the tag looks:
<link rel="alternate" hreflang="en-us" href="http://www.example.com/usa/" />
<link rel="alternate" hreflang="en-ca" href="http://www.example.com/ca/" />
A Canadian version of a page is shown to users searching using Google.ca & a an American version of the page is shown to people searching on Google.com.

Meta tags are still ranking factors because if you look at some SERP results you will see that some well optimized meta title and meta description are part of what is making the websites rank. I know though, that Google has said it a long time ago that meta keywords are no more part of their ranking metrics

Hreflang is an HTML <link> attribute. It is a meta element of your website that tells Google which language you are using on your web page . Example: English, Spanish, etc.

even when your site is a one language site it is important to tell search engines which language it is...

the more indicators your site has about what, where and who you are targeting, the better you will be found by the potential visitors

Thanks you, i set target in Google Webmaster, Now i try set langguage for it.

It's useful when you've created content that's specific to a local audience. The hreflang attribute adds a signal to search engines that a user querying in language "x" will want this result instead of a page with similar content in language "y"
