It tells me that it is already up to date but at the right hand bottom it says Joomla 3.9.5

This complaint (that affects perhaps one in a few hundred people) surfaces every time there is a new release of Joomla. In all cases where this happens (as far as I have been able to find) the site owner needs to own the problem. The problem came about because of something the site owner did or didn't do from when the site was created and, over time, until now.gerardseng wrote: ↑Tue May 07, 2019 9:22 pmI tried to install 3.9.6. Unfortunately, these problems do not have a single source. They are mixed, however, the most likely causes are
1) The website was created some time ago using a "quick installation" from a third-party source and the "quick installation" includes rubbish that prevents the site being maintainable or updatable.
2) The website was created some time ago and updated "manually" (whatever that may mean), usually by replacing files in the file system with other variants without really knowing what was being replaced. We get lots of questions about how to "manually" update Joomla and, frankly, if people are amateurs they shouldn't venture into that space.
3) The website in question hasn't been maintained over its lifetime and, one day, the website owner "suddenly" realises that they're 20 versions (or three years) behind and they're running around in a frenzy trying to play catch-up. Website maintenance is a continuing mission; if people don't pay attention to performing regular maintenance then there are consequences (usually resulting in the complete loss of their site).
4) People don't ask meaningful questions that include not only the technical environment but also some history about how the site came into being and what they've done over time. If people want help then they should create their own topic for that help instead of hijacking an existing topic in which somewhere, within the free-ranging discussion, people might notice them.
5) There are good webhosting providers and there are some highly questionable ones. Yeah, we know that J! is free but that doesn't mean that people shouldn't invest in quality webhosting just because the software doesn't cost anything. People get what they pay for.
We don't know everything but one thing we can be fairly confident about is that, every time there's a new release of J!, someone is going to "suddenly" discover a problem.
Returning to the question, "what now?": use the forum search; create your own topic; use the FPA report; read the documentation for the Joomla! Update component.

Then reinstall core files.
