Today I have received more than two hundred emails to remind me to update to Joomla 3.9.7.
Before even getting those, I had already updated to Joomla 3.9.8
Even though I have the latest version, in my joomla admin dashboard, there is a message suggesting me to update to 3.9.7 but when I click it to "update now", it says that I already have the latest update, 3.9.8.
It is particularly troublesome, because I can't find the system plugin "Joomla! Update Notification System Plugin" I used to disable in other websites I manage.

On two sites one says 3.9.8 is available and the other says 3.9.7 is available

Search within Extensions » Plugins, maybe? That's where I would look.

If I said "I used to disable [it] in other websites I manage", don't you think I know where to search it? I already disabled it in the past, multiple times in fact, so please read my post before suggesting something obvious.

It seem to me this is not a bug. If this is was important then, for the benefit of the community, (a) you might allocate some time to use the Forum Post Assistant and (b) please do not wait to wait four days to reply to our suggestions.
If you cannot locate the "Joomla! Update Notification System Plugin" in your website, try running Extensions » Manage » Discover to see if the plugin has [somehow] been removed. I'm just guessing, like everyone else.
Another suggestion is to look at the two threads about J! 3.9.7 and J! 3.9.8: Are you absolutely 1000% sure that you have cleared the Joomla "update" cache? Note: this is a different cache to the site cache, any proxy cache and the browser cache.
