Joomla 3.9.8 Front-end Article Edits stripping HTML formatting

I just upgraded to Joomla 3.9.8 and noticed that all html formats from front-end article posts disappear when the article is saved! I can go the the backend and restore the formatting, but each time a user edits an article the result is a single line of wrapped text. This is creating a significant problem.

Check your editors settings. Different user groups can have different editor settings.

The OP said all html formatting not just those typically removed by editors on saving (such as iframe, object, javascript).....so if that's true it's had removed ALL HTML, that is weird behaviour. The OP didn't explicitly state only the above three mentioned.

However it could be assumed that's the meaning of the question, but wasn't what was asked. Just saying....
