Website in french, english and tibetan

Hello
I need to make a 3 languages website in french, english and tibetan.
I use the multilanguange of joomla (3.9.10)
As tibetan has no pack in joomla, I create tibetan only in the "content languages" with the wrigth flag and the "language tag" bo-BO.
I create menu and home page for each languages.
Why I cannot have an "Association" with tibetan (only english is present) ? How can I add it ?

The language packs have to be installed. The reason being, they would be used to display Joomla messages and warnings in the appropriate languages.

As the Tibetan language pack is not available, you could create one using the extension Localise (https://extensions.joomla.org/extension/localise/) based on the language en-GB. Once the pack is created, you could install it. In case of need, you could create language overrides.

As for as the language is concerned, I would recommend using the language code bo-XX. "bo" is the two digit language code as per ISO 639-1. There is no official country code for Tibet. So, I suggest using the country code XX which is a user defined code. For example, for the language Esperanto, we use the language code eo-XX.

Note:
The two digit ISO code for Bolivia is BO. So using BO in the language code would be misleading and hence the suggestion to use the user defined country code XX.

Hi again,

After testing a bit, it seems that language association works with installed languages.

It does not show tibetan as a target language, but, if your article is written in tibetan, it is possible to assciate it with other installed languages.

I also had problems when creating a tibetan menu as it does not find the language. Same thing with Language switcher module.

So I think, you'll have to create language file to make everything work.

Thanks to Imanickam and Pascal for your " quick" answers.
And for the bo-XX idea.

It seems that I have no other option that the extension Localise?
Does I install it on the website itself?

I create the home menu (and more) for english AND tibetan.
Of course no problem with english !

I have some real and false tibetan article...
Pascal, I hope in you and yours ideas !!!

There is no need for you to install Localise on the multilingual site that you are building. You could install it on a different Joomla installation and create the Tibetan language pack from en-GB. Then use the new language pack created in the multilingual site you are building.

Normally, as Tibet is now part of China (whatever one thinks about it politically) the language code should be
bo-CN

As Tibetan is also spoken and written in Nepal and India, one could use IN or NP as country code.

In com_localise, create a new language for site as well as admin and save.
You will get this

Then Click on "Copy reference language files to this language" button (both for site and admin.

Then you can modify some translations to Tibetan (specially for site depending on your needs) as they are en-GB (or fr-FR if you have chosen this as default in the component parameters) via the Translations sidebar.

When done, click on the Packages sidebar and create a new core package for bo-CN and you will be able to doanload your pack.

I have built with com-localize "quite" the package...
You say :
"Thereafter, you may create a fully working installation pack for this language by navigating to the Packages page, create a new package by duplicating a master core pack, modify to fit the new language,..."
I make a new package name "master_tibet-2019-08-09"
When I want to do download it, I have this message
"It is not allowed to generate and download a master package. Please duplicate "master_tibet-2019-08-09" and customise the copy to create a downloadable package."
What must I customize ?

Do not use the word master when you edit the package.
Use
Tibetan (bo-CN) Language pack
