Without any information and precise description of what you have and what you did.. there is no solution.
Based on nothing the only advice:
clear your browser cache.
if it persists, check your server error logs.

And upgraded PHP 7.0 to 7.1

It does not really matter what version of J! you had before. I searched Google for information about "Joomla backend menus disappear after update". Many people have this problem when they update J!. What really matters is what problem(s) you now have.

I do not know anything about the Sboost Framework plugin but I don't think it has any bearing on the problem(s). The Sboost Framework plugin may be incompatible with PHP 7.1 but, if that is the case, using this software would cause other problems. The FPA report did not find problems pointing directly to Sboost Framework plugin as a potential cause; on the other hand, it might help to enable J! debug mode and set the error reporting level to maximum.

In any case, if you don't need this plugin, why not just disable it or, better, uninistall it?

If the problem is that the top menu does not display, then the problem is that the module (that displays the menu) has been unpublished. What you need to do is to publish the module. You can do this by modifying the _modules table (assuming this is the cause of the problem). If the problem is that parts of the top menu are missing (e.g. some of the components), that's a different question with a different answer.

Thanks to other forum members, I solved my lack of Administrator menus.

• I knew I had been changing ACL (access control list) data, in the Users-->Viewing Access Levels page.

• I didn't understand "Special", and thought it was an aberration, but I was very wrong. It is essential.

• Altering "Special" removed my ability to see any of the Administrator menus. I could see parts of the screen, but with no buttons and therefore no commands.

• Other forum members pointed at phpMyadmin, and editing the ***_modules table. This was wrong, as it just compounded the error of fiddling with "Special".

• I have a Dev environment as well as a Production one, so I could compare values in the two environments.

• Comparing ***_viewlevels table showed me that I had appropriate values for "Special", but I had NO values in the corresponding row of the Production table.

• Amending the "Special" row of ***_viewlevels to match the Dev values restored full functionality.
