Download the language pack and install it? https://downloads.joomla.org/language-packs

How did you try to install a language pack?

Which language did you try to install?

Just now accessing https://update.joomla.org/cms/ produced 403 Forbidden, but the installation of English, USA from Joomla 5.1.1-dev worked all right.

If you can connect to the .xml file from your workstation but your web server gives the error message, it looks like you need to talk to the support team of your host and ask them to fix the rules in the Web Application Firewall (WAF) running in the web server.

I think the issue is not on my side because the https://update.joomla.org/cms/ returns a 403 error....

That seems to be the normal response. The link to the .xml definition file of the Greek language works from the browser. Contact your host and find out why your web server cannot connect to the same file. They should be able to allow it in their firewall application running in the web server or router.
