In that second part is explained precisely WHERE are the en-GB files, a link to the Translation Manager component to help you make new language packs BASED on the existing English pack included in Joomla distribution.
Concerning your database, you have to use PhpMyAdmin or similar to inspect the collation of the database, the collation of the tables in the database AND the collation of the fields in the tables.
It is better to start from scratch.
1 Create your database.
2. With PhpMyAdmin, make sure the db is collated UTF8
3. Install Joomla 1.5.15

I have my websit online if i create a new database from scratch how about my webpage can i still move the site to the new one b/c i need my site to be online.
I do have joomla on my public-html how can i create from scratch if i have joomla on my site?
