How to create the under construction template

Hello,

i am an information student and currently having my day as the practical students in an organization. i used to use the Joomla for about two years ago. as the version always change, now i lost on how to use the Joomla.

i'd been assigned by my boss to manage our department web page. and he requesting me to rebuild the web page. for now, i still do not know how to create and put the under construction template for the web page. do i need to install a plugin or what?

thanks for your quick reply... but now, i'm having another problem as my other boss had forced me to do some changes to the position and size of the box content from the current template... and the result was Database connection error (2): Could not connect to MySQL.

my actual boss had asked me to contact the technician to solve the problem.. but i need to know how to solve the problem as my future working area is about the systems and its maintenance..
