Client wants default state of article to be unpublished

Joomla 3.4.8

The client wants two things for new articles.
A) He wants them to be unpublished by default
B) He wants them to be a default author, no matter if some other user logged in and did the creating of the article.

This is because the person creating articles may not remember to unpublish an article in progress and then it will show up on the site before it is finished.
Also, they have a couple of contributors, but just want it to appear as if the one person wrote the articles.

Are these things possible?

User Group Permissions

Create ...... Allowed ===== Can create Articles

Edit state ... Inherited - Not Allowed ===== Not published not allowed to alter publishing state

Edit own ..... Allowed ===== Can edit Articles (including unpublished) they create

Edit ............ Allowed ===== Can edit Articles (including unpublished) created by anyone

Note that if Global config and component options Permissions are left Inherited = Not Allowed ... then they can be set allowed per category.

Thanks Webdongle, but that does not quite do it.

This person should be able to Publish their own article. It also does not set the default author to a specific user.

I know SU can change Author from admin but don't know about front end. In any case the Author would need to change the Author field manually because it defaults to the logged in user. Possibly an override might set a permanent Author entered in the Author field ?

Webdongle, yes I think an override may be involved.

If you want to experiment then I suggest you use the Template manager to create overrides for Layout /edit. And look at the override for publishingdata.php line 19

Or
In Joomla Admin Extensions >>> Language(s) ... (filter Administrator) create an override for JGLOBAL_FIELD_CREATED_BY_LABEL. But that would change the created by for Tags et al.

Is only best guess as I haven't tested the theory.
