Is your site a monolingual site or a multilingual site?

What is the default Front-End language of your site?

Be known that the overrides are for a combination of location (Site/Administrator) and language (e.g., en-GB).

Have you installed any flavor of the Serbian language (Cyrillic or Latin) in your site?

I believe that you understand that language packs are there to translate the messages from Joomla (and its extension); the language packs do not translate the content.

Frond end lang installed is Serbian, i know that doesnt translate content, but i can use overrides of content if i dont use english lang as frond end, but i must use serbian translating (front end) because it will take a lot of time to translate everything of joomla in overrides.... my site will use only serbian

If you have not installed the Serbian language pack, please install the desired Serbian language pack. The Serbian language packs are available at https://community.joomla.org/translatio ... tions.html. Once installed, you can make the Serbian language as the Default Site language.

The language packs do not translate the content (e.g., Articles).

The language packs are there to show the translated messages (e.g., warning, error, informational), fields/options names, and the pop-up help text of fields/options.

The language packs would cover only the language strings of core Joomla! If any third party extensions are used then the language pack for those third party extensions must be installed.

If there are any untranslated or missing language strings in the language packs then those language strings are shown in English (en-GB).

Please provide your site's URL so that others can see what is happening.

In addition, some images with annotations would help in understanding your need.

Enable Language Debug and you can see what Language files are loaded or missing.

Strings are also quoted to show the translation status.

**String** (Translated string)
??String?? (Missing in language file)
String (Hardcoded non translatable string)

Unless the text strings such as "Add New Advert" are implemented as language strings, it is hard to override them.

In order to find out whether these text strings are implemented or not, in the Global Configuration, enable the Language Debug as Per suggested.
