transfer working site to local for maintenance purpose

I have a properly functioning Joomla website on a server. I now perform maintenance and adjustments live. That is not easy and not recommended. I know. That is why I want to install an exact copy of the website at home. If that is done, from now on I want to make the adjustments locally and transfer them to the internet.

I have already installed xampp and Filezilla.
I suppose am I have to download an empty Joomla site first.
How do I deal with, for example, creating a database? I would like to use the one of the working site on the server. I have Akeeba installed there.

Please provide information about the method.

Use Akeeba Backup and do a backup of the live site. Create the database in your localhost server using phpMyAdmin and use Akeeba's Kickstart method to restore the backup file to your localhost server.
