the idea here is to incorporate Google earth with Joomla via a module which will nominate the relative locations of the users and tack them down. I still have a blind idea on this and all comments on this is very welcomed. There is such a component for sahana which is also a Open source disaster management system.

Your idea seems interesting, however some of the wording is confusing. So please bear with me!

When you say "nominate the relative locations of the users and track them down", I'm not sure what you mean by nominate . . . could you give me an example?

I've checked http://www.sahana.lk/node/12 and see that it is a disaster management system, so I think I understand what you have in mind as a goal. I think that you want to incorporate Google Earth into Joomla! by creating a component. Is that it?
