ACL Based on Language

Your setup sounds good. The 'magic' you need is set the Permissions per Category

Create a 'French' User Group (with Registered as Parent)
Create a 'French Author' User Group (with French as Parent)
And so on matching the standard Joomla Author ect. hierarchy (hierarchy not Permissions)

Too bad there is no language based ACL, so I am trying to do something similar however I don't understand why I need two cascading user groups?

The default hierarchy of Joomla is:

Public
– Registered
┊ – Author
┊ ┊ – Editor
┊ ┊ ┊ – Publisher

So if I want to match the hierarchy I would have to go with:

Public
– Registered
┊ – Author
┊ ┊ – Editor
┊ ┊ ┊ – Publisher
┊ – English Author
┊ – French Author
┊ – German Author

However your recommendations would look like this:

Public
– Registered
┊ – Author
┊ ┊ – Editor
┊ ┊ ┊ – Publisher
┊ – English
┊ ┊ – English Author
┊ – French
┊ ┊ – French Author
┊ – English
┊ ┊ – French Author
