Limiting access to our employees

We have a site that has multiple company department webpages. I would like to give employees of the respective departments access to add, edit, delete rights, but only to their department webpages(articles). How do I do this? Please help.

Create user groups for each department with Registered as Parent ... leave all Permissions Inherited
Create user groups Author for each user group with their user group as parent ... leave all Permissions Inherited
e.g.
Finance user
> Finance Author
etc.

Create access view levels for each department and select the relevant groups
e.g.
Finance and select
Finance user, Finance Author,etc.

Create Categories for each department give relevant Permissions
e.g.
Finance
For Financial Author select Create and Edit Own
etc.

Recommend do one department first then create a test user and put them in the Author User group for that department.
